Almost all cantons organize preschool childcare as a shared responsibility: the canton sets the framework, while funding is shared with the municipalities. Only the canton of Aargau assigns full responsibility to the municipalities. This local-level organization enables a childcare policy that is closer to families’ needs, as our new analysis shows.
