In 2011, the size of Zurich’s administration (calculated per capita) was smaller than that of Winterthur. Although the population of both cities grew at the same rate (by around 14 percent), by 2022 the number of municipal employees had increased by only 4.2 percent in Winterthur, and 20.7 percent in Zurich. If Zurich’s administration had grown at the same rate as Winterthur’s, it would now have 1,705 fewer full-time jobs.
