The cantons have traditionally tended to adopt cautious budgets. Over the past ten years, however, this caution has proved excessive: between 2015 and 2024, the annual accounts of the 26 cantons outperformed projections by a total of CHF 38.9 billion. Instead of the cumulative deficits of CHF 14.4 billion that had been expected, they ultimately recorded surpluses of CHF 24.5 billion.
